Analysis: What 2013 Manchin-Toomey Can Tell Us About 2018

In 2013 after the massacre at Sandy Hook Elementary School, Sens. Pat Toomey (R-PA) and Joe Manchin (D-WV) introduced legislation to expand background checks to those making purchases at gun shows and online. That bill failed.
